The Kai are the primary species of Kaisan, also known as Alpha Treibol IV, one of and the most advanced of nine warp capable species in the Treibol Star Cluster.

Physical Details
The Kai are a very aesthetically pleasing race. One would have to work to find an individual who, by Terran standards, is "unattractive." The Kai are very aware of their appearance, and each individual works hard to maintain this. As a culture, they have a traditional feeling of superiority over other species whom they feel are inferior by nature. They distinguish their own individuality through a series of tattoos that are adorned in the 15th year of an individual's life. Traditionally these come in the form of black symbols. All have a bronze colored skin, and sharp blue eyes. Hair color does change from individual to individual.
Technology
The Kai are the most advanced species in the Treibol Star Cluster. Their space-faring and weapons technology is equivalent to 23rd century Federation standards, but their computer, data-storage, and analytical technology is well beyond anything the Federation or any of its allies have yet developed. Many Kai wear "compu-suits"; technological neuro-armor that allow them to store all their known knowledge for easy access. Additionally, as a form of tradition, most Kai store all the knowledge of their own genetic line's history which has been carefully kept throughout the ages. Most outsiders will encounter Kai who wear the compu-suit, but there are plenty who choose not to choose to store their hereditary history elsewhere.
Among the interesting facets of Kai technology are their developments in subspace communication. The Kai have seemingly isolated a layer of subspace to be completely used for interstellar communication. As has been indicated in prior discussions with the Kai, it may be feasible to communicate with anyone in the Universe in one single moment with this technology. The exact dynamics and details of what they may have accomplished is a closely-guarded state secret.
Recent History
Prior to the Dominion War, the Kai were the dominant species in the region due to their advanced technology and the early establishment of interstellar trade routes which they controlled. They arranged trade agreements between the nine warp capable of species in the region, and maintained them for approximately 117 years of peace.
Upon the outbreak of war in 2373 in the Alpha Quadrant, the nearby Cardassians invaded the region. The Emerald Dawn was held as a strategic point near Federation and Tholian space by fleets of the 8th Cardassian Order with Dominion assistance. The Cardassians maintained a strict hold on the region, using the advanced Alpha Treibol IV as their core seat of authority and military command. There were a few resistance movements, such as the Emerald Knights and the Kimberu Rising who only accomplished a few successful raids during the occupation.
When the Dominion's efforts collapsed in 2375 and Cardassia Prime was devastated, the 8th order returned to Cardassian space ... abandoning their conquests. The Emerald Dawn was a changed place after the War, and the Kai struggled to return to the same dominance they once had. With the Federation Alliance forces maintaining temporary control of portions of Cardassian space, an envoy from the diplomatic corps was dispatched to the Emerald Dawn to determine the extent of the damage in 2378. Working with the Kai, the envoy set the stage for Federation-based corporations to come into the region to assist in getting regional trade up and running.
The two major corporations that set up shop, providing jobs, and working to assist the rebuilding process there were Unitech Intergalactic and Gestalt Holdings. The reconstruction process was slow, and in 2382, the Kai Legislature unanimously voted to have the Federation diplomatic envoy leave. Apparently the public on Kai, and on other worlds in the region, was fearful of any more interaction with a "powerhouse empire" ... which would only bring painful memories of the Cardassians. Many feared a new occupation was upon them. While the diplomatic envoy left, Unitech and Gestalt were allowed to remain as they continued to bring prosperity ... but since they had no direct ties to the Federation Council, there was no fear of danger.
Things were going well until recent attacks.
In early 2385, these businesses were the target of a series of terrorist attacks. Due to the fact that some of those that have been killed were Federation registered civilians, the Federation Council has shown some interest in the situation. With their own forces unsuccessful, the Kai government requested official help from the Federation and Starfleet.
On Stardate 80113.1, the USS Ark Royal, along with the USS Malcolm Reed and USS Megiddo, was dispatched to the Kai, accompanied by Minister Envoy Emma Rose, who was one of the envoys who previously met with the Kai.
Current Relationship with the Federation
In March 2385, the Government of Kaisan formally requested a continuing Starfleet presence in the Emerald Dawn region and opened formal relations with the United Federation of Planets.
As part of the agreement with the Federation and Starfleet, the Kai provided a station facility from which to base the operations of the 101st Operational Wing in the region. Formerly a mining station, it has been refurbished and renamed Zulu Base (OMF-76-A).
The Federation, Starfleet, the Government of the Kai and the Kai Military continue to work on their relations, planning joint operations where feasible.
In an effort to facilitate the role of the 101st in the region, the Kai serve as primary liaison between the Federation elements and other species.
